 Research Interests and Expertise

 Duncan’s particular areas of interest relate to: 

  •  Regional spatial planning - policy development and implementation
  • The relationship between spatial planning and housing policy
  • Spatial planning in London and the Greater Southeast
  • Housing density, standards and design
  • Concepts and practice in delivering mixed and sustainable communities
  • The relationship between spatial planning and social infrastructure
  • The economics of development and the impact of the recession
  • The politics and history of the development of spatial planning 

Duncan was appointed Reader in Urban Planning and Regeneration at London Metropolitan University in August 2007. He teaches on a range of undergraduate and graduate architecture courses, and provides the town planning input into the MA Housing and Inclusion and MA City Regeneration courses. He also became head of the University’s Spatial Planning and Housing Studies Centre on its establishment in July 2009 and convenes the Highbury Group on Housing and the Credit Crunch – an informal network of experts from public, private and independent sectors which publishes policy papers on housing, planning and the economic recession.

Duncan is currently developing two spatial planning postgraduate degree courses. He also runs short CPD courses on planning for housing and development appraisal and in 2009 completed a series of evening lectures, open to students and public, based on the evolving courses.

Duncan was Strategic Planner for the Greater London Authority responsible for the development and implementation of strategic planning for London’s housing contained in the Mayor’s London Plan.

Throughout the 1990s, Duncan’s experience was gained in various roles including Housing Policy Officer for the Association of London Government (now London Councils) in which he serviced the London Housing Directors Group, and the Committee of London Borough Chairs of Housing. He also spent nine years working for the Housing Corporation [now part of the Homes and Communities Agency], in the last four years as Assistant Regional Director (Investment) in which he had responsibility for planning and implementation of the annual housing investment programme for London.

From 1989 to 1990 Duncan was Head of Social Housing for the London Docklands Development Corporation. He has also worked as a housing research and policy officer in the London boroughs of Newham and Lambeth.
